Tara, often when the city installs a sidewalk they charge the home owners a betterment assessment to pay for the side walk over an dabove theri taxes. If that were me, I would not be too keen on a sidewalk either in these tough times.
Well, I guess you could say that they already do -- through the tax dollars they require them to pay. :)
